Namibian President Strengthens Relations with China; Defends China as Best Friend of Africa

The Presidents of China and Namibia, Xi Jinping and Hage Geingob, agreed to establish a comprehensive strategic partnership for cooperation between their countries, and signed six bilateral cooperation agreements, at their meeting in Beijing on March 29. President Geingob had begun his seven-day state visit to China the day before.

At the signing ceremony, both presidents spoke of how China has been an “all-weather friend of Namibia,” in reference to China’s support for Namibia’s independence, and now in its development. Xi said, “China welcomes Namibia to participate in the BRI, and hopes to strengthen policy cooperation and synergy of development plans,” Xinhua reported. Xi spoke also of his belief that China and Africa will join hands to build a closer community with shared future and inject new impetus to China-Africa ties.

For his part, Geingob expressed Namibia’s interest in cooperating with China on infrastructure, sustainable development, human resources, technology, poverty reduction, people-to-people exchanges, and major cooperation projects. He also took the occasion to deliver an emphatic defense of China’s development efforts in Africa. Xinhua reported that the Namibian president called China Africa’s best friend. It never colonized Africa, and has always treated small and medium-sized African countries on an equal footing, Geingob said, and the African people oppose unfounded accusations against China.

In an interview with CGTN today, Geingob expressed his pride and appreciation for the elevation of relations with China to a comprehensive strategic partnership.

“China has been supporting us when things were bad, and then after independence, we continued [our cooperation] to another level,” he told CGTN. “Now we are moving up. Now it is the era of the second phase of the struggle for us, where people now have peace and stability, but they are anxious to get the benefits of that freedom. They want to prosper. They want to have shelter, infrastructure, schools, clinics, etc., and they are eager. They are in a hurry. So China being the all-weather friend, who was there when we were first struggling, now that we are in the second phase of the struggle, that of economic emancipation, those who are with us, must come to join us… This time, we are talking about creating a win-win situation.”

Nigeria’s government will investigate allegations of improper involvement by political consultancy Cambridge Analytica in the country’s 2007 and 2015 elections, a presidency spokesman said on Monday.

The UK-based political consultancy is facing allegations that it improperly accessed data from social media website Facebook to target voters prior to the U.S. presidential election and Britain’s Brexit referendum in 2016.

In Nigeria, a government committee is looking into claims that SCL Elections, a Cambridge Analytica affiliate, organised anti-election rallies to dissuade opposition supporters from voting in 2007, Garba Shehu, a spokesman for President Muhammadu Buhari, said.

He said it would examine claims that Buhari’s personal data was hacked in 2015 when he was an opposition candidate in the presidential election.

The investigation would also look into whether Cambridge Analytica’s work for the election campaigns of the then ruling Peoples Democratic Party (PDP) broke Nigerian law “or infringed on the rights of other parties and their candidates”.

Depending on the outcome, criminal prosecutions might result, said Shehu. Cambridge Analytica could not immediately be reached for comment. PDP candidate Umaru Yar’Adua won the 2007 presidential ballot. He died in office in 2010 and was succeeded by his deputy, Goodluck Jonathan.

Zimbabwe President, Mnangagwa in China with Large Delegation for Economic Deals

–President of Zimbabwe Emmerson Mnangagwa is on a five-day official visit to China. He will meet Chinese President Xi Jinping today. Mnangagwa, who is accompanied by First Lady Auxillia Mnangagwa, met several Cabinet ministers and private sector executives, and will also meet officials of the Communist Party of China and the Chinese business community according to Zimbabwe daily {The Herald}.

The Zimbabwean President will also visit the provinces of Anhui and Zhejiang to meet with the political leadership and the business community. Several economic and business deals are expected to be signed. The director of Platinum Agriculture and Princewood Enterprises, Dakarayi Mapuranga, who is in China with the President, said his company had secured $500 million worth of deals in agriculture, mining and transport sectors. These include a $400 million deal with China’s Lovol company that produces heavy machinery for agriculture and mining, while a $40 million revolving facility was secured with Good Agro Rising for the supply of chemicals for tobacco and other export-oriented crops, and an $80 million deal for the supply of irrigation equipment, including center-pivot and drip irrigation systems.

Dayu, the Chinese-listed firm which clinched the deal, will soon be in Zimbabwe to assess specific irrigation requirements and technology applicable to Zimbabwe. “They [Dayu] need to know

our specific needs and the Ministry of Agriculture has already identified farms where the equipment will be installed,” said Mapuranga. “Our thrust is to support initiatives by the new dispensation to ensure farmers are supported with the machinery they need. This will help bring Zimbabwe back to its breadbasket status.”

A deal was also signed with Allen Bus for 1,500 buses to ease transport challenges in the capital, Harare, and other towns. While 500 buses will be imported fully assembled, the remaining 1,000 will be imported as kits to be assembled in Zimbabwe.

China has Drafted a Partnership Agreement for Algeria

–Joining the Belt and Road Initiative, Chinese Amb. to Algeria Yang Guangyu said on March 30. The draft is being studied by Algeria now, and China hopes to sign it in the next few weeks, at most within 2-3 months, he added. Yang made the announcement in a speech to the Chinese Day celebration on March 30 at the Higher Institute for Algerian Affairs, held on the 60th anniversary of their nations establishing diplomatic relations.

Africa Collaboration With China’s Silk Road Good for the Continent

Nigeria And China Are In Dialogue On The Belt And Road Initiative

–The Round Table Dialogue held recently in Abuja, organized by the Center for China Studies and chaired by Nigeria’s former Foreign Minister and former ambassador to the People’s Republic of China, Alhaji Aminu Wali, discussed the strategy of connectivity across countries, and within countries. The Belt and Road Initiative will spawn an elaborate network of land, rail and maritime transport arteries and industrial clusters along its now-inclusive global routes, Charles Onunaiju wrote in his article, Nigeria and China’s Belt and Road Initiative, published in “The Sun” on March 28.

“The dialogue recognized that the core feature of the Belt and Road, which is essentially connectivity, is at the heart of the contemporary challenge of Africa, and therefore urged Africa in general, and Nigeria in particular, to play decisive roles in the mechanism of the Belt and Road by appropriate policy engagement.”

The Deputy Ambassador of the People’s Republic of China to Nigeria, Li Jing, speaking on that occasion, said “the continent’s development agendas are therefore in synergy with the Belt and Road initiative, and there is no doubt that Africa and Nigeria, through appropriate policy facilitation, could align to the central features of the Belt and Road to advance her modernization and industrialization.”

Belt and Road Initiative and the African Continental Free Trade Area Provide Opportunities in Africa, Says a World Bank Officer

–In an article in the “Daily Nation” of Kenya, Peter Warutere, a communications officer for the World Bank based in Nairobi, said the condition created by the new African Continental Free Trade Area (AfCFTA) and China’s Belt and Road Initiative (BRI) “presents a window of opportunity for African

countries to transform their economies, achieve rapid growth, and create jobs for their burgeoning youth population.”

He also wrote that “Kenya is well positioned to greatly benefit from the AfCFTA and the development of the Indian Ocean maritime route connecting China with the East African coastline.

The gateway to eastern Africa, Kenya should invest heavily in upgrading its infrastructure and industrial capacity. The window of opportunity for it is to become a vibrant industrial and logistics hub for Sino-African trade, investment and exchange.”

Kenya’s Secretary of National Treasury, Henry Rotich, said his government hopes China will help to make Kenya’s Big Four economic agenda a success. The Big Four agenda consists of food security, affordable housing, manufacturing, and affordable health care, Prensa Latina reports. “We want the Chinese private sector to participate in projects related with this agenda,” the Secretary said.

‘Nuclear Could Turn Zambia into a Regional Food Basket’

–That is the plan, by the Zambia Agriculture Research Institute and the Agriculture Ministry, with help from Russia’s Rosatom nuclear agency. An article under that headline yesterday by the African News Agency describes how for Zambia, and most of Africa, nuclear technology can dramatically improve food availability and nutrition on the continent.

An agreement has been signed with Rosatom for the establishment of a Center for Nuclear Science and Technology in Lusaka, which will help prepare Zambia for nuclear power in the future. Zambia suffers power rationing between 8 and 14 hours per day when water is low at its hydroelectric dams. But immediately, the application of nuclear science and technology will be in agriculture.

Crops that are resistant to disease, able to withstand environmental stresses, such as drought, and produce higher yields are developed by using nuclear radiation to change the genetic makeup of plants. Zambia is developing new crop varieties with these characteristics, which will not only improve the nutrition of the population, but also the lives of the farmers.

Nuclear radiation will also be used for preserving food, using radioactive isotopes. This will immediately increase the food supply. A large percentage of the food produced, especially

in developing countries, never reaches the dinner table. For example, 40% of the fish produced globally rots before it can be eaten. Zambia will be able to join the 60 nations in the world that currently preserve food through irradiation.

Other applications of nuclear technology in agriculture will be for pest and disease control, inspection of the quality and quantity of water resources, and soil conservation.

Benin President Wants China To Build Rail Project

–President Patrice Talon of the West African nation of Benin has asked the French giant Bolloré and a local firm to “withdraw” from a rail infrastructure project so that China could take over the project, according to an interview Talon gave to the French business magazine {Challenges}, published yesterday.

Benin and neighboring Niger have been attempting to link the Benin port of Cotonou with Niger’s capital, Niamey, since 2008.

Talon described the Bolloré offer as “lower-end,” saying that “a private investor cannot finance the railway we want alone.” Talon also said that “China has the necessary financial means” to support the project, expected to cost around $4 billion and pointed out that “China has demonstrated its technical know-how” for building infrastructure in Africa.

Joint Projects Are a Testament to Cameroon’s Trust in China, Says President, Visiting Beijing

–Cameroon President Paul Biya is on a three-day state visit to China, and, as President Xi Jinping

pointed out, he is the first head of state to come to China since President Xi’s reelection. The two presidents met yesterday. President Biya stated that relations between the two countries has stood the test of time, and that China has become one of Cameroon’s strategic development partners. Without listing all of their specific joint projects, President Biya said that they are a testament to the trust that Cameroon has in China.

This afternoon, Biya met with China’s top legislator, Li Zhanshu, of the Standing Committee of yhe National People’s Congress, during which they discussed further bilateral relations in the future. Li said China is willing to have more friendly exchanges with Cameroon’s parliament, and expressed hope that both countries would support each other on political issues. More people-to-people exchanges were also discussed.

In turn, Biya “spoke highly of China’s foreign policy,” Xinhua reports, and said he appreciated China’s long-term support for Cameroon.

Africa Should Learn From China, Advises South African Scientist

–Africa should learn from China’s rapid advances in education, science, and technology to solve socio-economic challenges, said South African scientist Neil Turok. He is the founder of the African Institute for Mathematical Sciences, and director of the Perimeter Institute for Theoretical Physics in Canada. Turok made his remarks yesterday at the opening of the Next Einstein Forum, being held in Rwanda. There are about 1,600 participants at the conference, which takes place March 26-28, and at least half are under the age of 42, {xinhua} reports.
“China has invested heavily in education, science, and technology,” the scientist said, “and the results are amazing. China is emerging as a new global science and technology powerhouse.” He called upon all African countries to focus, prioritize, and promote science and technology for solving economic challenges.

Pres. Trump: Don’t Lose Sudan

Sahalian-Sahara Railroad From Port Sudan Will Transform Sudan & Africa

On October 12, 2017 the Trump administration announced the partial lifting of sanctions against the nation of Sudan to allow the government and people of Sudan to participate in the international banking system to promote trade and economic growth. Over the last twenty years since these financial, trade, and banking sanctions were imposed, Sudan has economically suffered. President’s Trump’s executive order easing restrictions on Sudan created a new mood of optimism, with the State Department indicating that this would be the beginning of new relations with Sudan. The State Department publicly mooted that this could be the first step to removing Sudan from the list of states sponsoring terrorism in the future. However, after almost four months, the U.S. government has not facilitated the transfer of money for Sudan, which is contributing to the nation’s economic strife today.

Sudan Opens a Second Front

The failure by the U.S. to implement fully the easing sanction is the result of a conflict between President Trump’s agenda and dissident factions in the State Department, supported by many in the Congress, who are incapable of relinquishing their fanatical desire to have Sudanese President Omar al-Bashir removed from office.  These contradictions became obvious when Deputy Secretary of State John Sullivan visited Khartoum on November 16, 2017, and conspicuously avoided meeting with President Bashir, using the excuse that the president of Sudan has been indicted by the International Criminal Court (ICC). Even though the U.S. is not a member of the ICC, it is well known that previous administrations supported efforts to have President Bashir removed from office. The zealots of this international alliance for regime change, who have been behind this nefarious campaign for decades, reject even tentative overtures by President Trump to chart a new course for U.S.-Sudan relations. There are unconfirmed reports that the U.S. State Department, not the executive branch, is demanding the removal of President Bashir as a precondition for further progress in U.S.-Sudan relations including removing Sudan from the list of states sponsoring terrorism.

One week following the diplomatic snub by Sullivan, the most senior State Department official to visit Khartoum, President Bashir shocked everyone in Washington, and many in Khartoum, when he visited Russian President Vladimir Putin in Moscow on November 23.  This surprise move was not expected by Washington. Reflecting the sentiments of most Sudanese, especially in the ruling National Congress Party, that the U.S. once again was not acting in good faith, President Bashir made his very first visit to Russia. Fearing that the goalposts have been moved again, as they have been repeatedly, and that the regime-change faction is still desirous of his removal, President Bashir asked Russia for protection from aggressive acts by the U.S. Sudan’s Rapprochement With Russia

The two presidents discussed increased economic and military cooperation, including the possibility of Russia securing a military base on the Red Sea that forms the eastern border of Sudan. According to knowledgeable sources, President Bashir will continue to look forward to improved cooperation with the U.S. and the West, but simultaneously pursue a closer alliance with Russia.  President Bashir believes Russia’s veto on the United Nations Security Council, along with its military capability as demonstrated in Syria, will provide a bulwark against any future reckless policy against Sudan by the West.

U.S. Needs Sudan

For Sudan, there is no turning back from their “dual-front” policy with the world’s two superpowers, but it didn’t have to come to this. The failure to fully implement the easing of trade/financial sanctions after years of refusal by the U.S. to talk face-to-face with President Bashir, accompanied by the severe economic hardships suffered by the Sudanese people from U.S.-led sanctions, contributed to President Bashir’s first overture to Russia.

Sudan is strategically situated in East Africa in the Nile River system that connects sub-Saharan Africa to North Arica. Moreover, Sudan has for years been a valuable ally in the war against ISIS, providing useful intelligence to U.S. security forces. Also, it must be unequivocally stated, that there will be no solution to the crisis in South Sudan that the U.S. and Britain have contributed to, without the direct participation of the President of Sudan. Susan Rice, in charge of African policy in the second term of Bill Clinton’s Presidency is personally culpable for the horrific conditions in South Sudan today.  She and other so-called liberals hated Sudan’s leadership, and were fierce advocates for the creation of South Sudan. Their intention was to use South Sudan as part of their arsenal for regime change, without the slightest concern for the welfare of the people of South Sudan.

Sudan is a nation rich in mineral resources, and has large tracts of arable land, not yet under cultivation.  It has been known for decades, long before the creation of South Sudan in 2011, that Sudan had the potential to feed a billion people, about the size of sub-Saharan Africa’s population today. It should be recognized (if not admitted) that successive U.S. administrations have strategically failed in their policy towards Sudan, lacking a vision of how to participate with African nations to develop their huge wealth in land and in its people.

Africa needs huge investments in infrastructure to realize its potential in agriculture, industry, and manufacturing. Instead of the West fixating on extractive industries, i.e., gas, oil, and minerals, which have a minimal role in job creation, their focus should have been on railroads and energy. When the South-North and East-West railroads are finally built, their nexus will be in central Sudan. Trains carrying freight and people will be able to travel from Port Sudan on the Red Sea into West and Southern Africa, thus ensuring that Sudan will become a mega manufacturing-agricultural-transportation hub for the continent.

The Way Forward

There is a relatively easy path for President Trump to follow, to engage Sudan fruitfully. Port Sudan is already included on China’s Maritime Silk Road. China’s involvement in building infrastructure throughout the African continent is unparalleled. Were President Trump to join with China’s New Silk Road for Africa in vital infrastructure to Sudan, the U.S. would form new partnerships with Sudan and other African nations.

President Bashir demonstrated his ability to negotiate and compromise when he signed the Comprehensive Peace Agreement in 2005 with President George W. Bush to allow an independence referendum in South Sudan. This resulted in the peaceful separation of Sudan seven years ago, with Khartoum voluntarily giving up 75% of its oil production.  With this historical perspective in mind, President Trump can put U.S.-Sudan relations on a positive course by arranging for direct, if informal, talks with President Bashir, and carrying through on the easing of sanctions pertaining to trade, finance, and banking.  These actions will be well received in Khartoum and reciprocated.

Africa Is  Natural Partner of China in Maritime Silk Road

Jan. 29, 2018–“The African continent was part of the ancient maritime Silk Road and now is in a good position to be China’s natural partner,” said He Wenping, Director of Africa Studies at the Chinese Academy of Social Sciences, portraying the Belt and Road (BRI) activities in Africa, on the sidelines of the just-concluded African Union Summit.

In South Africa alone, there are more than 300 Chinese enterprises, half of which are major and medium-sized businesses, investing $13 billion in electronics, automobiles, financial information network infrastructure, and construction engineering, said a report compiled by the South Africa-China Economic and Trade Association in 2016.

Despite fears, frustrations, and challenges from unexpected hardships, misunderstandings, and cultural conflicts, China is accelerating the advancement of its all-around cooperation with Africa, He Wenping continued. It is expected to set a good example of deepening regional cooperation for the so-far reluctant Western countries. “BRI deserves to be a platform for the overall exchange and intensified cooperation between China and the world,” she urged.

Germans Invited To Invest in Zambian Infrastructure

Jan. 29, 2018–During an encounter with Stefan Liebing, the chairman of the German Africa Association, in Berlin on Jan. 17, Zambia’s Ambassador Anthony Mukwita presented a document titled “Zambia’s Investment Project,” which had been prepared by the embassy.

“This document contains areas that are ripe for investment in Zambia which you must share with your membership in Germany,” said Mukwita to Liebing.

The areas of possible investment he presented include: construction, agriculture, energy, transport, and tourism, to mention but a few. The Zambian diplomat urged German business to take full advantage of Zambia’s invitation: “Our President H.E. Edgar Lungu is keen to see a reduction in poverty and rise in GDP via foreign direct investment; our peace, stability and predictability, including ease of doing business, continues being a great ingredient of attracting business.” Liebing expressed confidence of stepping up business with Zambia.

German-Zambian contacts were continued at a meeting with leading officials of the Canadian Bombardier rail-tech firm on Jan. 27.  Bombardier Head of Rail for Africa Christian Bengtsson told Mukwita that a functioning railway grid is required for transportation of goods and services in order to enhance economic growth in Zambia. A memorandum of understanding was already signed in 2016, but not much has happened since, because no financing has been made available by the German government or private banks. The Zambian project would be crucial for Bombardier, which, for lack of new contracts in Germany, has been considering reducing its workforce in Germany from 8,000 to 6,000, also by selling the railcar-producing unit in Görlitz.

Bombardier, whose transportation headquarters is in Germany, has carried out feasibility studies on Zambia Railway’s 900-km network, half of which needs to be refurbished. Once the railway is replaced and railcars are purchased, the company is expected to create 5,000 jobs and increase its cargo transportation (mostly iron ore and other minerals) from the current 700,000 tons to about 5 million tons annually, and eventually 8 million tons.

China’s Belt Road at Davos World Economic Forum

Jan. 28, 2018–Under the above headline, the {New York Times} journalist Keith Bradsher bemoans the fact that, like it or not, it was China’s New Silk Road that dominated the Davos World Economic Forum, not the efforts by many to demean the Belt and Road Initiative as merely China’s effort to “spread its influence” and to “bury the recipients in debt and cause considerable environmental damage.”

Under a picture of a smiling Liu He, Xi Jinping’s top economic advisor who gave China’s keynote speech at the Forum, Bradsher acknowledges that that Liu He’s presentation was “one of the best-attended speeches,” and that throughout the Forum, the Belt and Road was the leading subject of discussion.

“At one end of town, President Michel Temer of Brazil welcomed an unexpected offer from Beijing for Latin American nations to work closely with a Chinese initiative,” writes Bradsher. “At the other end of town…, Pakistan’s Prime Minister Shahid Khaqan Abbasi used his talk to praise the rapidly expanding Chinese investments in his country, including to build power stations and a large port…. National leaders seemed to vie with one another in Davos in calling for closer cooperation with China.”

“The China One Belt, One Road is going to be the new WTO — like it or not,” Joe Kaeser, the chief executive of Siemens, told the {Times}.

But China’s actions were not limited to Davos, Bradsher notes. “On Friday, the Chinese government used a policy document issued in Beijing to call for a Polar Silk Road that would link China to Europe and the Atlantic via a shipping route past the melting Arctic ice cap…. At a summit meeting for Latin American and Caribbean foreign ministers in Santiago, Chile, Foreign Minister Wang Yi of China called for close cooperation and participation by the regions countries.”

Belt and Road ‘Heatedly Discussed’ in Davos; ‘China Is Committed to Providing Solutions to World Problems’

Jan. 27, 2018– As reported in the Chinese Foreign Ministry website, a journalist asked spokeswoman Hua Chunying about China’s role in building a common future for the world which they characterized as s “heatedly discussed” in Davos. “Considering that the theme of this annual meeting is ‘Creating a shared Future in a Fractured World,’ what do you think of China’s role in promoting common development and building a common future for the world as the second largest economy?”

Hua Chunying answered by recalling that “the international community still remembers President Xi Jinping’s keynote speech at the WEF annual meeting last year. President Xi evaluated the world economy and came up with his prescription, gave an in-depth analysis of global pressing problems and put forward major proposals to promote the re-balancing of economic globalization, which still has broad and far-reaching influence in the international community.

“China’s contribution to the development of the world is embodied in many aspects. China’s economic growth has injected a strong impetus into the world economy. In 2017 alone, China’s foreign investment reached $120 billion and it imported goods worth 12.46 trillion yuan, which provided a vast market and ample investment and development opportunities for all countries. It is safe to say that  China is the stabilizer and engine of the world economic growth.

“China provides popular public goods for international cooperation. China’s Belt and Road Initiative is one of the most popular international public goods for today’s world, pointing out new directions for improving global governance and providing a new model for international cooperation. The first Belt and Road Forum for International Cooperation hosted by China last year [in May 2017] has produced more than 270 fruitful outcomes.

“China is committed to providing solutions to the world’s problems. We have been attaching great importance to implementing the 2030 Agenda for Sustainable Development, actively responding to the challenge of climate change and making remarkable progress in pollution prevention and treatment. Last year, 10 million people in China were lifted out of poverty. By taking these concrete actions, China has made tangible contributions to meeting global challenges and realizing common development.

“At present, China’s economy has shifted from a phase of rapid growth to a period of high-quality development. We believe this will surely provide more and more positive energy to the common development of the world and the building of a common future,” she said

China Is Working on “the post-high-speed rail age;” Has In-Depth Development Program for Maglev Trains

Jan. 27, 2018–An entire generation of medium- to low speed maglev trains that can run at a maximum speed of 160 kmh, is being developed in China, with plans to operate 5 to 12 magnetic levitation rail lines in cities including Chengdu, Wuhan and Guangzhou by 2020. Altogether 12 Chinese cities, including Tianjin, Hangzhou and Shenzhen, are planning to launch maglev services by 2020, especially between their city center and airports, the city and suburban areas, and the city and surrounding counties.

Sun Bangcheng, deputy director of CRRC Industrial Research Institute, explained that this project is one of 18 national key research and development plans set by the Ministry of Science and Technology in 2016, researching both high-speed passenger and freight trains. The project will be completed by 2021 at a total investment of over 9 billion yuan ($580 million). The project includes six types of trains — three for freight, one high-speed passenger train, and two types of maglev trains. Freight trains with speeds of 250 kmh can transport seafood from Haikou in South China’s Hainan Province to Beijing in north China in one day, according to a project officer at CRRC.

Research into maglev includes a train that can reach 600 kmh and another that travels at 200 kmh. Research is to prepare for “the post-high-speed rail age” in technology, said Sun. The cost of a 600 kmh maglev train is almost the same as a 400 kmh version. The first Chinese-made high-speed maglev train will roll off the operation line in 2018, the report said. Design and construction will begin immediately. A sample carriage will be built in 2018, and a complete train will be ready for a 5-km test run in 2020, said Ding Sansan, deputy chief engineer of CRRC Qingdao Sifang Co.

Chinese Economic Policy Came Out of Study of Great Depression, 2008 Crisis

Jan. 27, 2018– Chinese economist, Liu He, in 2013, in his position as Deputy Director of the Development Research Center of the State Council conducted a comparative study of the 1930s Great Depression and the 2008 crisis. In a report on their conclusions he wrote: “After the outbreak of the crisis, we have been pondering over the possible period of the crisis, its possible international influence and our countermeasures. Since the Industrial Revolution, the crisis of the capitalist world has been frequent. In the 20th century, The Great Depression and the current international financial crisis were the two most widespread and devastating ones. Starting in 2010, we started to carry out a comparative study of the Great Depression of the 1930s and this international financial crisis. Except for Central Government In addition to co-workers, researchers from People’s Bank of China, China Banking Regulatory Commission, the Chinese Academy of Social Sciences, National Research Center and Peking University were also invited to participate.”

The following three conclusions were listed as the principle results of the report.

First, grasp the major changes in the connotation of the period of strategic opportunities in our country and seek the maximum intersection of China’s interests and global interests. The conclusions of the comparative study can tell us that the connotation of the strategic period in which we are located has undergone significant changes. In the economic sense, before the crisis, China’s strategic  opportunities mainly represented the expansion of overseas markets and the inflow of international capital. China seized the opportunity to become a global manufacturing center in one fell swoop. After the crisis, the world has entered a long process of insufficient aggregate demand and de-leveraging. Our strategic opportunities are mainly manifested in the tremendous stimulating effect of the domestic market on the global economic recovery and the opportunities and foundations of technology mergers and acquisitions in developed countries, their facilities and investment opportunities. We should firmly grasp these substantive changes, conscientiously analyze the enormous intersection of interests that have emerged with the new historical conditions in our country and the major economies, and clearly propose a solution to the global dilemma of growth. We will steadily implement the plan when the external conditions are clear.

Second, we should avoid moving to an over-indebted economy and attach importance to regulating and controlling financial fluctuations. We must uphold the essential requirements of

financial services for the real economy. The departure of the U.S. financial industry from its core service function has become the perpetrator of the global financial crisis. This is related to the abandonment of the traditional value of the industry by the U.S. financial industry and excessive pursuit of wealth and innovation. The good performance of the German economy in this crisis is closely related to Germany’s conservative financial tradition and the fact that the financial industry can operate soundly. Various effective measures should be taken to both improve the business environment of the real economy, consolidate the foundation for the development of the real economy,  and to curb capital from empty money-making-money schemes so as to prevent excess self-circulation and inflation in the fictitious economy.

Thirdly, in the process of establishing a new global economic governance structure, the active participants should become  leading policy shapers. Against the backdrop of accelerating changes in global power and the drastic changes in the global economic governance structure and in finding a new equilibrium, China should play a similar role to the United States in taking the initiative in shaping an international new system as a “creditor country” after World War II, China’s overall national strength and rising international competitiveness are favorable conditions for accurately judging the reality and trend of the international situation, clearly defining the interests of our country, breaking through existing institutional frameworks set by Western countries to reflect and convey the interests of our country Unanimously and with the Chinese characteristics on the global economic and financial governance and major international issues of the core ideas and propositions, set the “China agenda”, the introduction of “China program” to strengthen international personnel training and accelerate the institutionalization of China’s international rights and eventually secure the future.

President Trump’s Fundamentally Flawed Africa Policy

After nearly a year in office, the outline of President Donald Trump’s policy for Africa has emerged as fundamentally and seriously flawed. In a similar manner to his predecessors, Presidents Clinton, Bush, and Obama, Trump’s African strategy suffers from a conceptual deficiency in its failure to recognize that the most fundamental human right is the right to life. Every human being is morally entitled to live a healthy, productive, meaningful life with the hope that the future will be an improvement over the present.  If one examines the outlines of policy by President Trump and the State Department, such a guiding and indispensable principle is conspicuously absent. For Africa, where the largest number of people endure the greatest hardships of life of any continent, the absence of a full-throttled U.S. commitment to eliminate poverty and hunger as an essential feature of a strategic policy, is damning, and must be remedied.

To ensure a prosperous future for what will be the most populated continent on the planet in 2050, by which time the population is expected to double, from 1.2 billion to 2.4 billion people, President Trump should emulate China’s infrastructure-led development program.

The Trump administration is expected to reduce State Department and USAID-funded programs, among others, beneficial to Africa. Not to overlook the potential harmful effects of these cuts, there is a more fundamental shortcoming to Trump’s policy. Like his recent predecessors, he is ignorant of, or ideologically blind, to understanding what is required to accelerate economic growth across the African continent. Africa needs, infrastructure, infrastructure, and more infrastructure, particularly in the vital categories of energy, rail, roads, and water management. Trump has been especially eager to support increased military deployments and kinetic warfare against violent extremists in Somalia, the Sahel, and northeast Nigeria. However, any competent and honest military leader knows an effective counter-terrorism effort must include economic development. If the Sahel, were not a barren, underdeveloped desert, the various terrorist militia would not be able so easily to occupy this region for their base of operations.

Security and Free Trade: Inadequate for Africa

The African continent has the greatest deficit in all categories of infrastructure on the planet. Thus, not surprisingly, Africa has the largest number of people living in poverty; living without the basic necessities of life.  According to a 2016 World Bank report on poverty, Sub-Saharan Africa has the largest percentage of people, 41%, living in extreme poverty. That translates into the largest number of poor at 389 million, just over 50% of 767 million worldwide living below the poverty line of $1.90 per person per day. Yet despite all the hype about Africa’s “rising lions,” referring to African nations with high growth rates of GDP, the number of people living in poverty is Sub-Saharan Africa is increasing.

Look at one critical area: access to energy which is the lifeblood of an economy. Abundant grid energy, accessible to all sectors of society, can transform an entire nation and lift its population out of poverty. Conversely, the lack of energy kills. According to “Energy Access Outlook 2017,” of the 674 million people, globally, expected to be without access electricity in 2030, over 600 million, or 90%, will live in Sub-Saharan Africa. For the developing sector nations in Asia and Latin America, the percentage of the population expected to have access to electricity by 2030 is 99% and 95% respectively, while for Sub-Saharan Africa, it expected to be 50% or less.  In Sub-Saharan Africa, the number of those without electricity is increasing, unlike like all other populations in the world. Africa requires a minimum of 1,600 gigawatts of electrical power to have same the standard of living as advanced nations.

In a related classification, cooking energy, the picture is also abysmal. Almost 80% of the people living in Sub-Saharan Africa do not have gas or electric stoves; instead they cook with solid biomass, i.e., solid waste, animal dung, wood, saw dust, wood chips, etc. This is not only destructive to the environment, but to human labor as well. I have witnessed, on numerous occasions in my travels throughout Nigeria, young girls collecting firewood and then carrying it on their heads for sale in the market. In Mali, young men are destroying trees to be used in the primitive method of charcoaling, aiding the expansion of the desert.

President Trump’s Africa policy of security/counter-terrorism first, followed by trade and investment, fails to address Africa’s underlying depressed conditions of life which allow violent groups to easily recruit. People who can’t feed their families or provide the minimal necessities of life, and see no hope in the future, are led to violence out of manipulation and despair. Trade and investment, as proposed by the Trump administration, are not the solution.

Africa suffered greatly from 500 years of slavery and colonialism, 1450-1960. Following the initial success of the independence movements, the financial predators moved in to loot the continent’s vast wealth in natural resources. Extractive industries provide revenue, but they do not add/create wealth or generate a significant number of jobs. Africa doesn’t need more investors intent on making profits under the guise of applying the distorted “laws” of free trade and the marketplace. African nations require real economic growth that creates added value, increases the total wealth of society, and provides productive jobs to the restless masses of unemployed youth.

In 2014, Africa’s share of value added in global manufacturing is reported to be a pitiful 1.6%.  This sorrowful state of economy can and must be reversed. The manufacturing process is vital for every healthy economy. It adds wealth by transforming natural resources into finished and semi-finished products to be either consumed domestically or exported. This requires technologically advanced capital equipment, and skilled labor, all embedded within an integrated platform of infrastructure. State-directed credit and long-term, low-interest loans invested into critical areas of the economy, such as infrastructure, are indispensable for the growth of a manufacturing sector. Witness previous successful periods of economic growth in the U.S. (and in China today); these were accomplished through public credit, not hedge fund speculators and Wall Street day traders.

The most valuable natural resource of Africa, is not its mineral wealth, which is the target of the financial and mining/commodity predators. Rather, its greatest natural resource is its immense quantities of arable, yet to be cultivated land, along with the abundant water sources in its numerous lakes and river systems.  Africa is capable of feeding its people and eliminating hunger. It can also potentially help feed Asia, if properly developed with a manufacturing sector, and food-processing industries, coupled with a massive expansion of infrastructure.

What Does China Know About Africa That the U.S. Doesn’t

Over the last thirty-five years, China has lifted over one-half billion of its citizens out of poverty. This has been accomplished by massive state-directed investment into essential categories of infrastructure, along with its deep commitment to advance its economy through attaining new levels of science and technology. Both Chinese President Xi Jinping and Premier Li Keqiang have publicly stated their desire to help African nations eliminate poverty. This universal mission by the leadership of China, expressed concretely in the “Spirit of the New Silk Road,” has led to a revolution in joint infrastructure projects in Africa. New railroads are being built across the continent, replacing colonial locomotives and tracks built over one hundred years ago. On the East Coast, an entry zone for the Maritime Silk Road, new and expanded ports, with connecting rail lines vectored westward into the interior of the continent, are creating the potential for a fundamental transformation of the economies of several African nations including; Ethiopia, Sudan, Kenya, Tanzania, Uganda, Rwanda, and Djibouti.

The “ChinaPower Project” reports that between 2000 and 2014, China funded 2,390 projects across Africa totaling $121.6 billion, just over one-third of China’s total global financing. In Africa, 32% of the financing went for transportation projects and 28.5% for energy.

“Dance of the lions and dragons” a study completed by McKinsey & Company in 2017, analyzed privately owned Chinese companies operating in Africa. They estimated that there are 10,000 such private Chinese businesses that have committed $21 billion to infrastructure, which is more than combined total of the African Development Bank, European Commission, World Bank, International Finance Corporation, and the G-8 nations. And 31% of these companies are involved in manufacturing which accounts for 12% of Africa’s industrial production—valued at $500 billion.

Conclusion

The U.S., along with the other Western powers, virtually abandoned the nations of Africa as soon as they had overthrown their colonial masters. President John F. Kennedy stands out among U.S. presidents, following the death of Franklin Roosevelt, as a champion for the newborn African nations. His collaboration with Ghanaian President Kwame Nkrumah in the early 1960s to construct the Volta Dam Hydro-electric Aluminum Smelting Complex is a singular moment in U.S.-Africa relations over the last six decades.  America lost its vision for development, resulting in its refusal to build the power plants, dams, railroads, and ports that Arica needs. China has made a commitment to Africa and now is contributing to the most expansive building of new infrastructure the continent has ever seen.

President Trump’s recently released National Security Strategy (NSS) is totally hypocritical: it attacks China for becoming Africa’s largest partner, and accuses China of undermining “Africa’s long-term development.” Trump’s NSS expresses the same old British geopolitical mentality of winners and losers competing in a zero-sum war for global hegemony.

Throughout my travels in Africa, I have found expressions of affection for America and its ideals; even among those nations that the U.S. has abused. That positive attitude is beginning to wane. However, it is not too late for the U.S. to chart a new course, one of cooperation with China and Africa to transform the continent.  Saving Lake Chad from extinction and transforming the Lake Chad Basin, is an urgent task for such a tripartite cooperation.

 

 

Donald Trump’s “Win-Lose” Model Versus Xi Jinping’s “Win-Win”

This is an interesting and insightful article contrasting the different policy orientation between US President Trump , and China President XI. The excerpts below highlight the possibilities for economic progress, if  the US would collaborate with China’s  on new “Silk Road.”

A joint venture of US and Chinese investment could have been used to create new land highways and corresponding maritime routes across the Americas–on either side of the Panama canal. In turn these belts and roads could be strategically linked to China’s Pacific belts and roads with the US ports in Los Angeles being a natural hub. Furthermore, joint US-Chinese investment schemes could have poured investment into US ports such as those in Los Angeles to bring them in-line with some of the modern ports in China which are far more technically advanced.

2017 should have been the year that the US decided to embrace the win-win model. This is not to say that the US would have or should have become China. The Chinese model is highly flexible in this sense. Donald Trump could have created a kind of Trans-American Belt and Road with US Characteristics for a New Era. Instead, Trump has opted to Make America Lose Again.

Trans-Saharan Railway Progressing: Great News for Africa

This rail project is vital not only for Sudan, but for the African continent. Sudan is located strategically to be the nexus for the East-West and North-South rail roads that when completed would transform the entire African landmass. Imagine the revolution in economic development when the Atlantic and Indian Oceans are connected across the girth of Africa, and also linked to the Mediterranean Sea and oceans surrounding South Africa. Port Sudan and Kenya’s port of Mombassa are part of China’s Maritime Silk Road. Ethiopia and Kenya have completed new rail lines with the assistance of China as part of the Spirit of the New Silk Road. Most people cannot even dream of how life for over one billion Africans would be changed by an industrialized and connected Africa, Yet, not only is it possible, but we can make it happen.

China signs agreement to begin planning 3,400km trans-Saharan railway

Two Chinese companies will start planning a railway across the Sahara Desert linking Sudan’s Red Sea coast to landlocked Chad after an agreement was signed yesterday with the Sudanese government.

China Railway Design Corporation (CRDC) and China Friendship Development International Engineering Design & Consultation Company (FDDC) inked the deal with the Sudanese Railways Authority.

They now have 12 months to complete a feasibility study on the construction of the 3,400 kilometre-long railway from Port Sudan to the Chadian capital of N’Djamena.

Makawi Mohamed Awad, Sudan’s minister of transport, said that his ministry’s strategic aim was to link Port Sudan with all its landlocked neighbors. The Chad line, from its capital, N’Djamena, would join Sudan’s network at Nyala across the border.

Plans for a Sahara railway go back some years.

In 2014, Sudan reached a political agreement with Chad to link their capitals with Port Sudan with a later extension to the Atlantic Ocean ports of Cameroon. Although both countries pledged to stop supporting each other’s rebel movements, continual instability delayed implementation. 

Further back in March 2012, Chad reached agreement with the China Civil Engineering Construction Corporation to build its portion of the line to the Sudanese border, after which it would join the Sudanese system at Nyala. The estimated $5.6bn cost of the line was thought likely be met by the Import Export Bank of China. 

The lines are to be built to standard gauge and will be allow trains to run at 120 km/h.

CRDC carries out preparatory work for railway construction. It has been a major player in the development of China’s domestic high-speed system, surveying some 7,500km of it. 

FDDC is a state-owned developer that carries out turnkey infrastructure projects outside the domestic market. 

 

Sudan: Sanctions Lifted, Now Development Is Imperative

            On October 12, the U.S. announced the long overdue, official removal of some sanctions on Sudan. Now, new and exciting potentials lie ahead for the future of Sudan and its people. This is not the time to delay; the government of Sudan should seize the moment to implement policies that will lead to the economic development of this vast nation, and the raising of the standard of living of its more than forty million citizens. 

According to U.S. government representatives, President Trump’s executive decision does not terminate President’s Clinton’s E.O. 13067, issued on November 3, 1997, but it removes those sanctions that had enforced an embargo on commercial transactions with Sudan.  Thus, now companies and individuals wishing to export, invest, and trade with Sudan can conduct business using the international banking system without fear of being penalized. However, targeted sanctions remain, and there are licensing requirements for agricultural and medical exports.

This milestone in U.S.-Sudan relations is, in large part, due to the relentless efforts by Foreign Minister Ibrahim Ghandour, especially his leadership over the last sixteen months. Professor Ghandour, who was appointed to head Sudan’s foreign office in June 2015, has successfully changed the dynamics of a detrimental and hostile U.S. attitude against his nation.  Nearly twenty years of sanctions have accomplished nothing except to cause greater suffering and hardship for the Sudanese people.  Finally, this suffocating policy has ended, allowing Sudan the opportunity to move forward. 

However, the U.S. now maintains a peculiar and contradictory policy towards Sudan: Lifting trade sanctions allows companies to conduct commercial activity in Sudan without penalty, but the U.S. cannot offer financial support to investors from any of its lending institutions, because Sudan remains on the U.S. State Department’s list of “states sponsoring terrorism” (SST).

Under the administration’s new executive order, Sudan is removed from a short list of nations under “comprehensive sanctions”: North Korea, Syria, Iran, and Cuba, and is placed on a broader list of nations subject to “targeted sanctions.” The government of Sudan intends to seek redress of its wrongful inclusion on the SST list. Removal from this list would allow Sudan to seek relief from its onerous forty-plus billions of dollars of debt, and make it eligible to receive favorable treatment from U.S. lending facilities. Unfortunately, removing Sudan from the SST list would require the approval of the U.S. Congress, which is still antagonistic towards Sudan.

Shaping a Better Future with China’s Belt and Road

Since Sudan’s liberation from colonialism, during which, the British Imperialists codified into law the artificial division between the so-called North and South, Sudan has never realized it full economic potential. This lack of development has been at the core of Sudan’s difficulties. This can now change.   

The spirit of China’s 21st Century Silk Road has created a new dynamic on the African continent that Sudan is well positioned to harness. Sudan’s neighbors in East Africa are already participating in a density of construction of new rail lines going East to West that have the potential to transform Africa, becoming the eastern leg of the long-awaited East-West railroad that would link the Atlantic to the Indian Oceans. Ethiopia has completed the first electrically driven railroad connecting the capital Addis Ababa to the Port of Djibouti, and has devised a strategy to connect to all its neighboring countries by rail. Kenya has completed the first phase of the standard-gauge railroad, from the Port of Mombasa to Kenya’s capital, Nairobi. This the first phase of a plan to connect the nations of the Horn of Arica to those of the Great Lakes Region. Tanzania has begun the first two stages of Dar es Salaam-Iska-Kagali/Keza-Musongati (DIKKM) rail project, a 1672-kilometer railroad connecting Kigali in Rwanda and Musongati in Burundi to Kenya’s Port of Dar Es Salaam. Most of these transportation infrastructure projects are being supported by China, both in funding and construction.

The Port of Sudan is officially on China’s Maritime Silk Road, and the Ports of Mombasa, Djibouti, and Dar es Salaam are there implicitly.

 Sudan is geographically positioned to become the nexus point for the East-West and North South trans-Africa rail-lines, possibly crossing in the city of Sennar on the Blue Nile. The Sudanese government has already prepared an ambitious multi-phase plan to connect all parts of its territory with its neighbors by rail. China has been a consistent economic partner of Sudan and is a likely candidate to collaborate on these rail projects.

Sudan is also in urgent need of more electricity to power its economy. The erection of the Merowe Dam, with a capacity of 1.2 gigawatts, was a significant accomplishment in 2009-2010, and there have been smaller hydropower projects in the eastern portion of the country. However, Sudan, like the rest of sub-Sharan Africa, is suffering from a huge deficit in electrical power that is now holding back, and will continue to retard economic growth until it is rectified. Sub-Saharan Africa needs over 1,000 gigawatts of power to begin to obtain the level of modern Afro-industrial societies  

Sudan Is Open for Business

Speaking in Washington, D.C. on October 16, at a forum sponsored by the Corporate Council of Africa, Sudanese Minister of Finance and Economic Planning, Dr. Mohamed Othman Al-Rikabii outlined the areas of potential investments in Sudan’s resources, including; water, gold, oil, mining, livestock, gas, and tourism.  He emphasized the enormous potential for investment in agriculture in Sudan, with presently only 20% of its sixty million hectares of fertile land under cultivation.

For the first time in decades, Sudan has the opportunity to design polices that focus on the development of the nation. Productive employment must be created to provide hope for a better future for the Sudanese people, especially its youth, who are living in poverty. This will require immediate construction–shovels in the ground–of vitally needed infrastructure. China, in the “Spirit of the New Silk Road,” will undoubtedly be a willing partner to Sudan’s future economic growth. Whether the U.S., under President Trump, will be wise enough to contribute to Sudan’s development after twenty years of failed sanctions, remains to be seen.  As for the government of Sudan, there is no time to waste, and no acceptable delays.  Economic development is the agenda.

 

Sino-Sudanese Strategic Partnership Could Make the Sudan Great Again

 The historic and successful visit of the Chinese Vice- Premier of the State Council Zhang Gaoli to Khartoum, marked and emphasized the deep ties of friendship and cooperation between the two friendly countries, and shall give further impetus to their embedded mutual coordination in regional and international forums.

Submitting a message to President Al-Bashir form his Chinese counterpart, the senior Chinese official put it clearly that China’s selection of Sudan as strategic partner, was notva random or arbitrary decision, but rather an option carefully calculated and studied.

That is why the said visit was highly celebrated in Khartoum, both in form and substance, as the most important visit of a senior Chinese official, perhaps since the visit of the Chinese presidentHu Jintao to Sudan in 2007, which brought the long standing cooperation between the two countries to yet a new level.

From historical perspective, it goes down in history, that Sudan was the fourth country in the continent, to have established full diplomatic ties with the People’s Republic of China on 4th February 1959. Since then, China has continued to maintain good and exemplary relations with Khartoum to meritoriously culminate in the year 2015, into strategic partnership, when the Sudanese President Al- Bashir was accorded a red carpet treatment during the latter’s historic and landmark visit to Beijing.

The win-win formula was the impetus and the driving force behind Sino-Sudanese rapidly evolving relationship. As a matter of fact, If China’s contribution in the development of Sudan’s oil sector continues to be envisaged as highly significant to Khartoum, nevertheless, such engagement could not have easily streamlined without China’s own receptiveness to the prospect.

Likewise, Khartoum with its timely adoption of its Look East strategy at that time was at the right time of history; Sudan in particular was equally important to China’s efforts to develop its oil sector. No surprisingly, Sudan acted as China’s gateway to Africa.

In other words, China’s involvement in Sudan spans an important phase in the restructuring and expansion of china’s own national oil companies overseas; China’s aim at that time was to build internationally competitive firms and to enhance China’s security in regard to an energy supply.

Arguably, the most important characteristic of the historical relations between Sudan and China is that alongside the economic interactions, it was solidly based on mutual trust and respect. Hence, geographical dimension and the language barriers did not preclude the extension of the relationship on all cultural and social levels. In other words, Sino-Sudanese is a showcase for relationship based on the exchange of mutual interests and benefits and devoid of ulterior or hidden agendas.

What further features and signifies the visit of the senior Chinese official to Khartoum is the fact that it comes in the framework of China’s 900 billion dollar’s Silk Road Vision, which was recently kicked off by Chinese President Xi Jinping. It has been globally perceived as absolutely the most ambitious development and infrastructure project, with the aim of building a modern version of the ancient Silk Road.

In light of the pressing problems and challenges currently facing humankind almost all over the world, the Chinese “Belt and Road initiative, represents a glimmer of hope that will surly benefit the people all over the world, particularly the third world. The initiative firmly predicated that civilisations by and large, thrive with openness and nations prosper from trade exchange.

Not surprisingly, Sudan was among the first African countries which hailed and blessed such historic, extraordinary and momentous project. In fact,

Sudan has every reason to wholeheartedly support the Chinese initiative; taking into cognizance that Sudan historically, and due to its geographical location, was a link between the Arab world and Africa. Besides, perhaps since time immemorial, the ports in Eastern part of Sudan have been the meeting-point for convoys coming from China to Africa.

Sudan has always maintained its desire to encourage more African countries to strengthen mutually beneficial cooperation with China under the framework of the Forum on China-Africa Cooperation. In fact the package of projects planed in the womb of this initiative, represent the main starting point for the advancement of developing economies like the Sudan. Luckily enough, Sudan and China are currently putting the final touches and understandings to embark on a number of vital projects in the fields of transportation, energy and agriculture. To that effect, Mr. Zhang stressed the need to create synergy between the Belt and Road Initiative and Sudan’s development strategy and boost bilateral cooperation in some new areas such as agriculture, mining and port construction.

Perhaps the most ambitious developmental project in the initiative is the modernization of the railway network at the regional level; taking advantage of Chinese expertise and funding, China plans to finance and build a railway connecting Ethiopia to Sudan in the footsteps the Ethiopia-Djibouti recently constructed railway line, which besides providing Ethiopia with yet a new sea outlet for the Red Sea, shall further cement consolidate the already evolving Sudanese-Ethiopian bilateral ties in all fields of mutual benefits ..

By the same token, a similar giant project in the pipeline, is the railway line linking Sudan with Chad and Cameroon to the west, which will form the basis for the completion of the African ambitious dream of linking and connecting Africa by trains from South Africa to Egypt in the north, and from the Red Sea in the east to Senegal and the Atlantic Ocean in the west.

These promising projects shall heavily boost the Sudanese economy and multiply its innumerable investment opportunities. As a matter of fact and with regard to the energy projects, Sudan has already begun to benefit from the Belt and Road initiative, unleashing serious negotiation for the establishment of the first Sudanese nuclear plant for peaceful purposes in cooperation with Chinese companies. In the same context, Sudan is currently seeking to discuss opportunities for financing solar power stations as well as constructing more dams for irrigation and electricity projects.

As referred to in the beginning of this article, Sudan enjoys a long two – decades of cooperation with China in the exploration, production and export of Sudanese oil. During his recent visit, the Chinese senior official, Mr. Zhang reiterated that the two countries need to strengthen cooperation in oil and gas exploration and development, and work actively to explore new cooperation areas under the framework of the Belt and Road Initiative.

In agriculture, taking stock of Sudan’s huge natural resources, Sudan will be one of the largest beneficiaries from the Chinese initiative. Perhaps the giant strategic projects shall include inter-alia, the implementation of a big and exemplary slaughterhouse for the export of Sudanese meat, such promising and long awaited project, shall warrant the influx of additional hundreds of millions of dollars to the Sudanese treasury, in the form of added value of livestock and carcass waste.

Moreover making use of Chinese extended expertise and technology, the two old friends are currently engaged and planning to join hand in hand, to boost Sudan’s huge potential in cotton production, with the ultimate goal of making the Sudan great again in the field of textile industry, both regionally and internationally.

On the political level, the belt and road initiative is projected to play effective role in the establishment of further pillars of stability and peace in the Sudan; via its huge development projects, the initiative shall directly address the remnant root causes of poverty and conflicts in a country like the h the Sudan.

The initiative is anticipated to play a major role in promoting and consolidating the chances of peace and stability, taking into consideration that, the initiative-per se- can and can only succeed and flourish in a framework of love, coexistence and peace. Mr. Zhang reaffirmed in Khartoum that China will, as always, support Sudan’s efforts in safeguarding its sovereignty and territorial integrity as well as achieving domestic peace and stability.

US and China Must Collaborate to Save Lake Chad

      Over recent weeks, there has been considerable, long-overdue international attention given to the horrific conditions for the people living in the nations of the Lake Chad Basin (LCB). Following last month’s visit by members of the United Nations Security Council (UNSC), on March 31, they issued a first-ever resolution respecting the state of the crisis of the LCB. Now, the most important challenge to be addressed is what long-term strategic policy will be adopted to transform the LCB region, to reverse its downward spiral of abject poverty, famine, and displaced persons from the conflict with Boko Haram. For those of us who understand the root causes of the crisis, it is clear that without a project design to refurbish the shrinking Lake Chad, all other efforts will be insufficient. Unfortunately, but all too consistently, the lack of strategic visionary thinking by policymakers in Washington DC and other Western capitals has contributed to the failure to address the underlying causes for this ongoing tragedy in the LCB. For the very first time, the proposal to create a canal to transfer water from the Congo River Basin to the LCB is being studied by ChinaPower. Due to the tireless efforts of many of us over decades, and the extension of China’s One Belt-One Road (OBOR) into Africa, the possibility exists to provide tens of millions of Africans living in the LCB with a better future.

Inadequate International Response to Humanitarian Crisis

José Graziano da Silva, Director-General of the United Nations Food and Agriculture Organization (FAO), reports the following conditions in the LCB nations: 11 million in need of food assistance, among them 6.9 million are severely food insecure, and 2.5 million people are displaced. In northeast Nigeria 5.2 million will be need of food, with 50,000 facing famine.
From March 2-7, the UNSC visited Cameroon, Chad, Niger, and Nigeria. On February 24, a total of $1.458 billion was pledged ($1 billion by Nigeria), at the Oslo Humanitarian Conference for Nigeria and the Lake Chad Region. On March 31, the UNSC unanimously adopted resolution 2349 (2017), with 34 recommendations. These actions express a greater concern for the LCB region than previously, but avoid the supporting the most crucial requirement for long-term stability; replenishing Lake Chad. The resolution focuses primarily on defeating Boko Haram and ISIL, barely mentioning the effects of the shrinking Lake Chad in exacerbating the hardships in the region. It does little more than recognize that “promoting development and economic growth” is part of a comprehensive approach to combating violent extremism, while failing to make any recommendations of how to achieve such growth. Speaking on the resolution, Ambassador Tommo Monthe from the Cameroonian Mission to the UN does make the point that “regional countries understood that the military response, though essential, should be part of a holistic approach.” FAO Director da Silva notes that Lake Chad has lost 90% of its water mass since 1963, and has resulted in “devastating consequences on food security and the livelihoods of people” dependent on fishing and food production. His beggarly proposal is to save water through new irrigation techniques, but what is vitally needed is to create more water by recharging Lake Chad.

The Time for Transaqua has Arrived

  Over 35 years ago, Engineer Dr. Marcello Vichi designed a farsighted, breathtaking proposal to bring water to the arid Sahel; he called it Transaqua. His proposal was to divert 5-8% of the waters from the tributaries to the Congo River, which are presently unused, through a navigable canal reaching the Chari River that empties into Lake Chad. According to his calculations, this inter-basin water transfer project would increase the depth and area of the lake to its proximate 1963 level. As importantly, the canal would also function as an essential feature of an economic corridor between the Congo River Basin and Lake Chad Basin that would include generation of hydroelectric power, an increase in irrigated farmland, and expanded trade. Thus, the full potential of this great water-transfer infrastructure project would affect a significant portion of the entire continent when realized.
It is well understood that poverty, lack of food, high unemployment, and lack of meaningful economic activity are drivers for conflict, yet for over three and half decades the international community has never bothered to make the smallest expenditure for feasibility studies to examine the potential of Transaqua. The international community willingly spent billions of dollars on military counter-terror measures, billions more on humanitarian aid, while millions of lives were lost in unnecessary bloody conflicts, but refused to even consider a revolutionary new concept to develop the nations of the Sahel and Great Lakes.
The flame for this novel idea of Transaqua was kept alive until, finally, in December 2016, when ChinaPower signed an agreement with the Nigerian government and the Lake Chad Basin Commission (LCBC) to conduct a $1.8 million feasibility study respecting a segment of the Transaqua design. Despite support by Nigerian President Muhammadu Buhari, and Sansusi Abdullahi, Executive Secretary of the LCBC, to save Lake Chad by transferring billions of cubic meters of water, as opposed to the fallacious concept of simply conserving disappearing water, funding was not available until China’s intervention. ChinaPower’s actions regarding Lake Chad are paradigmatic of China’s approach to erecting infrastructure projects across the continent. Ask yourself: Who is funding and building the great expansion of railroads across Africa today?

The West Lacks Vision for Economic Growth

  Sadly, for the United States and the world, President Franklin Roosevelt was our last great leader who possessed the knowledge to generate new physical wealth by using American System methods of credit creation for funding great infrastructure projects. Perhaps surprisingly, it is Chinese Present Xi Jinping’s global development policy–OBOR or the New Silk Road–that most closely echoes Roosevelt’s commitment to economic growth. Western leaders, along with the citadels of global finance, are suffocating society with ideologically driven, narrow, short-term thinking, restricting their judgment of what is necessary and possible to transform the present into a better future.
The severe limitations of this ideologically attenuated mindset were revealed to this author at a day-long conference in Washington, DC on April 11. Sponsored by the US Institute for Peace (USIP), the Carter Center, and the UN Office for West Africa and the Sahel (UNOWAS), the speakers and specialized audience explored the theme and title of the conference: “Can China and the United States Find Common Ground with Africa.” Ambassador Mohamed Ibn Chambas opened the day-long proceedings, discussing the need to address the root causes of insecurity, the vital importance of Lake Chad, and the need to transfer water via a canal from the Congo River Basin. However, it was in the final panel: “Cooperating to Counter Violent Extremism in the Lake Chad Basin and Beyond” that the sharp difference in outlook between this author and most of those participating became publicly evident.
  Mohamed Yakubu, Nigerian Defense Attaché, made the germane observations regarding the LCB and Nigeria: that Lake Chad is the only body of water in the Sahelian desert; the desert is moving south at the rate .6 kilometers per year; and that in northeast Nigeria, where Boko Haram has been most active, rates of illiteracy and poverty exceed 70%.  Most relevant, were the comments by Yawei Liu, Director of the Carter Center’s China Program, who, in an earlier panel, emphasized that the OBOR was not a just a five- or ten-year program, but a fifty-year program, and that northeast Nigeria could be a place for US-China collaboration. While the representative from the US Department of State acknowledged that US-China relations are unexplored in the LCB, his main focus on collaboration was short-term humanitarian needs and countering Boko Haram. The USIP representative repeated that cooperation must be holistic, long-term, and provide stability, but did not provide an actual long-term strategic policy for such collaboration.
  This author was able to challenge the conference attendees with a concrete proposal to advance China-US relations in Africa, which would alleviate the suffering of Africans in the LCB region. To wit: The US organizations present should support and collaborate with China for the realization of the Trasnaqua water-transfer project. This level of cooperation would solidify a strategic partnership by the two leading world powers to act for the “common aims of mankind” for the benefit of Africans. Since ChinaPower has already initiated the first step with its commitment to a feasibility study of Transaqua, it would be relatively easy for the US to advocate for and assist in bringing this transformative project to fruition, thus implicitly becoming part of China’s OBOR.
Regrettably, the moderator and panelists did not endorse this author’s proposal, or even respond. Their cold reaction displayed precisely the lack of vision that permeates the grossly deficient US policy toward the development of Africa. However, there is still time to seize this opportunity, if US policymakers adopt a new paradigm of thinking; one that is more closely aligned to China’s One Belt-One Road.
